International Carbon Action Partnership (ICAP)

On October 29, 2007, leaders of more than 15 governments met in Lisbon, Portugal to launch the establishment of the International Carbon Action Partnership (ICAP). ICAP is made up of countries and regions that have implemented or are actively pursuing the implementation of carbon markets through mandatory cap and trade systems.

Tokyo Metropolitan Government joins ICAP as a member

tokyo_websiteThe Tokyo Metropolitan Government (TMG) has joined ICAP as its 28th  member. Governor Shintaro Ishihara signed ICAP's political declaration on 26 May 2009. TMG has been an observer to ICAP since May 2008.

In April 2009, TMG finalized the details of its emissions trading system, which will be introduced  in April 2010.

MRVCE Conference report released

The two day conference took place in Brussels on May 19-20, 2008 and aimed to explore relevant issues of linking different carbon trading systems. The report summarizes the presentations and discussions of each session followed by conclusions and recommendations of the conference.

First Global Carbon Market Forum: Monitoring, Reporting, Verification, Compliance and Enforcement (MRVCE)

mrvce_kleinThe first Global Carbon Market Forum on Monitoring, Reporting, Verification, Compliance and Enforcement (MRVCE) took place in Brussels on May 19-20, 2008.

140 participants from around the world discussed the commonalities and shared experiences in monitoring, reporting, verification, compliance and enforcement in emission trading systems in North America, Europe and other parts of the world as the "Backbone of a Robust Carbon Market". The aim of the conference was to explore relevant issues of linking different carbon trading systems and to see how impediments to this linking could be removed.
